High and Low Tide relative to what base?

Where I live high tide will be 6 feet at 4PM. Low tide will be 4ft at 10PM. What base is the 6 feet and 4 feet measured against?

Tides are normally expressed as + or – “MSL” Mean Sea Level. A static reference that would be the level of the water without any external forces such as wind, current or gravity of the moon and sun.

You are describing a 2 foot tide but a low tide 4 feet wouldn’t make sense. I think they are predicting water depth at a specific location.
